The Willacy County Hospital District was created in 1971 by authority of Section 9, Article IX, Constitution of the State of Texas. On land donated by the H. I. Burnett Family, the Willacy County Hospital District constructed and operated a hospital until October 1986. During this time, the Indigent Health Care and Treatment Act of 1985 mandated that all counties in Texas provide health care to eligible residents who are considered indigent. It stated that counties not fully served by a hospital district must operate a County Indigent Health Care Program (CIHCP). Because the Hospital District existed, the statutory requirement of operating a CIHCP became its responsibility.
